Preserve the granularity of the catalogue

Each record distinguishes the publisher’s category from a regulator’s category and notes the retrieval date. An absent search result is not proof a product never existed. Unresolved spellings, versions and authorization questions stay marked 待核實 until an appropriate primary record is available.
